Cela peut maintenant promouvoir une rétribution participative, mais ce n'est pas de la justice restaurative. Ainsi, la JR n'est jamais limitée ni définie par l'utilisation d'une certaine pratique, mais implique nécessairement le développement d'accords communautaires ou organisationnels - qui incluent et dépassent une pratique relationnelle - qui fournissent les conditions pour le dialogue et l'action restauratrice. »
